Abstract :
The institution of registration about putting on records of complete projects is carried out in China. Decisions on registration about putting on records of complete projects is an important measure for government supervision organizations construction quality to carry out their functions of enforcing the law. Because the organizations and owners seek usually outstanding achievements and potential benefits in supervision industry, which is a monopoly market, there are common-plot actions of registration about acceptance of completed projects. Latent reasons for choice of action tactics for registration about acceptance of completed projects between the organizations and owners are revealed by game analysis. Solving the question of common-plot action needs to introduce the market competition mechanism, and to enhance transparency of supervision jobs.
