Neutron detection as a tool to monitor the Intermediate Nuclear Forces Treaty

Summary form only given. Individuals with a wide variety of talents contribute to the negotiation, implementation, and monitoring of a treaty and its associated documents. These individuals may be categorized as policy makers, those who influence policy, and those who carry out policy. It is noted that individuals at the laboratories not only help to carry out policy, but influence policy as well, by assessing what is (or is not) technically feasible. To illustrate how scientists and engineers can contribute their talents in the treaty environment, a description is given of the progression from a vague mention of radiation detection in the treaty to the use of neutron detectors in monitoring the Intermediate Nuclear Forces Treaty.<>
