Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

To study and choose the suitable online payment mode is a key link to realize logistics flow, funds flow and information flow of e-business (Three Flows of E-business) integrated, to make the trade subjects work in coordination. And this mode should offer the basic data to support for setting up the resources database of e-business, monitoring taxes evasion, anti-money laundering, anti-smuggling, etc. According to the demand of Chinese e-business, have proposed the online payment mode based on the Unified Payment Gateway (UPG), have designed the trade process, security authentication process, institutional framework and organizational of this mode, have framed the topological structure and five-level software structures which can provide the business application and innovative services, and also have compared this mode with the China UnionPay briefly. Have the conclusions that the UPG online payment mode can meet the needs of Chinese e-business online payment, can overcome the limitations that the current online payment modes exist.
