Abstract :
As a kind of public goods, there is always disharmony between official standard and factual industrial standard about technological standard. In this paper, we choose evolutionary games theory as a visual angle, construct a equilibrium model of evolutionary game to study games between Internet industries and governments by describing the choices of using or creating network technology standards which have different strategies of groups dynamic trends and evolutionary stability. Finally this paper also demonstrates the rationality and the possibility for Internet industries to create technical standards, relying on their own strength.
