Abstract :
The substance of public crisis related to the governance processes, the effectiveness of crisis management the key lies in how to identify and build the work of wartime and peacetime scenarios and working mode. Generally, a crisis management response to the crisis when there is a level of resources and capacity to the state configuration problem. How to wartime emergency, quickly and efficiently meet the needs for disaster relief resources and capabilities of the ¿peak¿ demand, a test of government regulators. This designed of a ¿Peak capacity of emergency¿ analysis framework and build system, attempted to resolve the crisis in the public issue of peak resources and capabilities, aimed at increasing a region or city faced a sudden attack to raise the ability to protect themselves.
