Abstract :
The establishment of higher education tuition will directly decide whether individual families can accept higher education or not as well as whether colleges and universities can run smoothly. Considering the facts that the setting of high education tuition fee is affected by many factors, this paper firstly attempts to choose four factors, namely, major difference, education´s level difference and economic standard difference between urban and rural area and then tries to deeply analyze those factors. On account of the subdivision of these factors, this paper finally establishes the diversified model which determines the yardstick of higher education tuition. So as to increase the fund of colleges to promote the colleges to a further development, this paper analyzes the relation between the yardsticks of higher education tuition and the ratio of dropouts with the help of statistical distribution theory. So this paper advocates to heighten the standard of tuition which is equipped with a well established bursary system, i.e. ¿high tuition, high bursary¿ policy which decreases the ratio of dropouts as well as improves the teaching quality of colleges.
