Abstract :
The benefit of dynamic control of limited water level is gained by reducing the abandon water and making best use of flood water resources, which goes with risk. For a dynamic limited water level, the different scheme will receive the different benefit. Therefore, it has theoretical and practical significance to choose a reasonable and feasible method to calculate the risk and benefit. In this paper, taking Biliuhe reservoir as a case, according to water supply system risk and its process in Dalian city, the utilization and benefit of excessive store flood water is analyzed. After analysis of submerge loss owing to the elevation of limited water level of reservoir, the control range is determined by using the marginal cost method. The results indicate that the limited water level of Biliuhe reservoir can be raised suitably, with increasing of water consumption in Dalian city.
