Abstract
Collection of data by a government for national development has been around since biblical times. It is a function of a government which is as old as tax collection. Computers and electronic data processing have only changed the scope and dimension of this age old function. More technologically advanced countries have been using computers for almost a quarter century and the developing countries are at different stages of implementing this new technology. The time lag is not due to unawareness of the problem or the potential benefit of computerization but in many cases due to determination of national priority, vast amount of resources needed for very large data dases (VLDB), shortage of expertise, etc.
