Abstract
In a competitive power market, it is important to expand or strengthen transmission system in order to deliver power from generators to loads, relieve the congestion of transmission system and provide a fair environment to all market participants. In this paper, a new congestion monitoring index is firstly proposed to evaluate the reliability of transmission planning system. Then a new congestion monitoring index constrained model for the multistage transmission system expansion planning is constructed under different scenarios. Finally, test results on the IEEE 24-bus example system show that the proposed method is very suitable and effective for solving the multistage transmission expansion planning problem under power market environment.
