Abstract
The need for scientific evaluations of advanced traffic management technologies is recognized. How to balance this need with the pragmatics of deploying badly needed solutions to problems associated with highway transportation is a major concern of practitioners, developers, and the scientific communities. A programmatic approach to the evaluation of advanced traveler information systems and other intelligent vehicle highway system (IVHS) services was developed. Twelve key recommendations for carrying out such evaluations are summarized.
