Abstract :
ADVANCE is a major intelligent vehicle highway system (IVHS) initiative being implemented in Northeastern Illinois. The experiences of ADVANCE in structuring a public/private IVHS operational test involving a large number of participant is described. A case study, focusing on the efforts to develop a reasonable audit approach in compliance with state and federal laws, and in conformance with Motorola corporate policies is discussed. The lessons learned from this experience are included and should provide guidance in dealing with similar institutional issues.
