Abstract
The Heavy Vehicle Electronic License Plate (HELP) program, is an international commercial vehicle operations (CVO) program. To provide a field test of the technologies used in the HELP program, a large scale demonstration area was initiated. This demonstration is known as the Crescent. The on-site evaluation of the HELP Crescent demonstration, its technologies, and the possible effects resulting from use of the HELP system are discussed. An introduction to the HELP program and the Crescent demonstration is provided. The initial results from the on-site evaluation are presented with some of the conclusions.
