Abstract :
Human capacity as well as institutional capacity and societal capacity determines the management capacity of the nature reserves. In China, the human capacity can not meet the requirements for the nature reserve protecting and the biodiversity conservation. This paper focuses on the current human capacity building in the nature reserves in order to promote their management effectiveness. We find that nature reserves in China are suffering from lacking of competent staff, which is due to the inappropriate policies as well as poor human resources management. Several reasons were analyzed and new measures need to be adopted to solve the problems in current human resources management.
