  • Abstract
    The common European legislation aims (amongst others) at retaining and improving the modal share of the railway transport; safety: should not be used as an excuse to close markets; should be maintained and where necessary and reasonably practicable improved. The CSMs contribute to the achievement of the objectives: They are setting frames but allow flexibility (define what but not how). The CSM for RA has an important open point - the Risk Acceptance Criteria: Proposal for an extension has been made by ERA in January 2013.
