Abstract :
Because of the increasing cross-border power transfers, nowadays severe congestion occurs in the UCTE system. It hinders the free energy trade and endangers the network security. In this paper at first possible reinforcement measures to eliminate network congestion are analyzed. Then a method to evaluate the reinforcement measures concerning social economic welfares is introduced. A linearized network model to describe the behaviours of reinforcement measures in the meshed network is developed. The saving of generation costs is estimated by a market simulation based on a generation dispatch model. The uncertainties increasing in the long run are quantitatively considered. Finally the functionality of the developed method is proved by an exemplary investigation.
