Abstract
The purpose of this paper is to improve allocation of the number of bits by accurately estimating the target bits in H.264/AVC rate control. In order to reduce the complexity estimation module that requires very expensive computational cost, we derive the statistical relation between quantization parameter (QP) and inter-coded block. Using the statistical property, we determine the amount of bits as a function of quantization parameter. Experimental results show that the proposed algorithm has the capability to reduce the computational cost more than 99% without sacrifice of coding gain.
