Abstract :
Summary form only given. To avoid a dispersion penalty in a high speed system, the requirement is that the total chromatic dispersion be low. If however, the local chromatic dispersion of the fibers can be controlled, one may retain low total chromatic dispersion while avoiding low dispersion in any fiber segment. In this way the beneficial effects of dispersion can be obtained without the usual pulse distortion
