Abstract :
The market of e-government outsourcing in China has not been yet mature. So there are some problems and risks arising that can not be neglected. This article identified the risks in e-government outsourcing by the method of flow chart. Then this article divided the risks into two parts including the risks from government behaviors and the risks leaded by the contractors. Based on the risk analysis, this article constructed a three-tier risk assessment index system and used the gray fuzzy comprehensive evaluation method to build a risk assessment model of e-government outsourcing in the purpose of identifying and evaluating the risks efficiently and reducing risks as much as possible. In conclusion, the risk assessment model of e-government outsourcing makes the risks existing in the e-government outsourcing measurable and enhances the accuracy of evaluation.
