Abstract
Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Network economy has three common characteristics of all dissipative structure: 1) existing in open system; 2) keeping dynamic condition being far from equilibrium; 3) nonlinear interaction existing among elements within system. The purpose of this paper is to seek for self-organization control mechanism and its pathways and methods of making it work normally under the guidance of the era background and the characteristics of managed objectives system, and finally to achieve the objective of network economy being in chaotic nonequilibrium state to come into being in steady orderly new state.
