Abstract :
The criteria systems built for Chinese e-government websites are almost qualitative, but lack of the weights. This paper aims at building up an evaluation criteria system for Chinese e-government Websites by qualitative and quantitative methods. According to the features of e-government websites, it tries to establish a set of scientific and rational evaluation criteria system for Chinese e-government websites by Delphi Method on the web, and by calculating the weights of these evaluation criteria with Analytic Hierarchy Process (AHP) based on exponential scale. It also selects several Chinese e-government websites as the subjects, using the same method to do an empirical analysis based on this criteria system.
