The Stackelberg model is often used to study on the suck cost and the barriers to entry between the enterprises competition. The paper analyzes the situation of two port enterprises competition in the intra-regional by means of the Stackelberg model and the HSS. It studies on two port enterprises competition under the hypothesis of no fixed entry cost and with the fixed entry cost based on the features of them. The former reflects the first-mover advantage of the leading port; the later analyzes the monopoly condition of the leading port. Combined with the hub-and-spoke system (HSS), it also analyzes the first-mover advantage of the leading port enterprise. The paper studies on the competition of the regional hub port between Dalian port and Yingkou port in the Northeast of China. It can be got that Dalian port has the first-mover advantage significantly, and with the strengthening in the separation of enterprise from government, this advantage will make Dalian port take the monopoly position in the future.
