Abstract :
At present, it is a trend for domestic and foreign port clusters to re-integrate the region´s ports and optimize the allocation of resources, with the regional economic concept, in order to get scale advantages, enhance the competitiveness of ports and attain the international competitive advantages. This paper analyzed the theories of optimizing the allocation and integration of port cluster resources. Taking Shandong coastal port cluster as an example, it established Port´s C-D Production Function Model, evaluates the status of resources allocation of port cluster, according to Denison´s decomposition of scientific and technological progress rate. Finally, it gave the measures and proposals, hoping to provide references for the optimal resources allocation and integration of domestic and foreign port clusters.
