Abstract :
The human being is the key issue to the new countryside construction. The essence of the ldquothree agricultural problemsrdquo is the peasant problem. Developing education in order to cultivate the literate peasants is the way that must be followed. By the nature of its characteristics and advantages, the distance learning plays an important role in this construction process.
