Abstract :
Free and Open Source Software (FOSS), Open Standards, Open Access is of utmost importance in the developing countries like India. The National Resource Centre for Free and Open Source Software, set up by the Union Information Technology Ministry of India, is working on introducing the use of open source based solutions in the curricula of engineering colleges in several states in India. The State of Gujarat in western India, already quite unique on a variety of social, democratic and political indicators, has actively adopted Information and Communication Technology (ICT) and FOSS as an instrument of State policy. The ICT model adopted by using FOSS advocates the better usage of resources for sustenance of human endeavor.
