As an administrative area, an irrigation district supplies water through the irrigation infrastructure. Attenuated property rights over IDs have led to the low efficiency of water utilization and management. Under various forms of pressure, public organizations have agreed to share many of the responsibilities of system management with farmer users; in reality, there is no significant change in the power relations over irrigation infrastructure. Factors underlying the arrangement of governance structure are uncertainty of future benefits, relative effectiveness of maintenance effort, and risk attitudes of different parties. The fundamental issue is the absence of manager´s accountability to farmer users.
