Abstract :
Based on the investigation data from 29 villages in Xinjiang of China, stochastic frontier production function is used to estimate the technical efficiency in small irrigation project management, and linear inefficient regression models are applied to explain the factors influencing the technical efficiency. The results showed that the technical efficiency in small irrigation project management in the province have yet to be improved to a large extent. The level of the technical efficiency differs in different economic & geographic regions as well as adopting different management modes. Increasing non-collective property, establishing water charge system and improving farmer´s participation could contribute to improving the efficiency.
