Abstract :
In Chinese major basins, remarkable achievements have been made in river basin harnessing projects which focus on flood control since 1998. Evaluating the projects on view of sustainable development is necessary for project managers to guide their water conservancy investments. In this paper, (1) a post-evaluation (PE) methodology to comprehensive evaluate the economic, social and environmental benefits of the project is suggested; (2) optimal selection of ordnance engineering project based on entropy weight multi-objection decision-making is presented; and (3) the case unfolded in post-evaluation of Hunan province´s river basin harnessing project, is given. The results provide the project´s operational state, and also systematically evaluate these abilities which can support the national socioeconomic development.
