Abstract
China has been under going massive infrastructure and building development. Such rapid and massive development brings both benefits and cost to the society. It is important to evaluate the society benefits and costs of any major development projects. The main aim of this paper is to develop a social benefit- cost analysis model to help the relevant decision-makers in China to make right decisions that are good for the healthy and sustainable development of the whole society. The model proposed in this paper was based on the mature approach of project social benefit-cost analysis in western countries, and is to be used for project evaluation in China. The social benefit-cost analysis model includes three components: theory structure, evaluation method and evaluation process.
