Economic measures such as internal rate of return (IRR), net present value (NPV), and return on investment (ROI) are commonly used in evaluating commercial-based R&D projects. However, such economic measures in their commercial form are of little use in evaluating weapon systems development efforts. This paper examines challenges faced by the Department of Defense in determining weapon system value during the R&D portfolio selection processes
