Abstract :
This paper studies the evolution from industrial clusters to innovative clusters under OECD paradigm. This is done by, first, reviewing the literature in this field, trying to summarize it in a few major themes. Second, by studying the regional industry development, we find that innovation occurs both in traditional and new industries .Finally, a series of propositions are developed as follows: there are elements of innovation in traditional industrial clusters ; traditional industrial clusters could evolve into innovative clusters under proper conditions. Then we attempt to make a detailed analysis of the internal mechanism, driver and mode of the evolution, and build a complex network model for this evolution based on the complex network theory, which then provides further explanation on the room of government role in the evolution, and the meaning of the policy to promote this evolution.
