Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE\´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Small hydropower, as renewable green electricity, has always been aroused all the world concern. In the "Kyoto Protocol" framework aiming to reduce global greenhouse gas as the goal, the hydroelectric project is a very important class of CDM projects, how to strengthen international cooperation to accelerate the process of China\´s small hydropower development, and improve capacity for sustainable development helped by CDM, in order to maximize the service for our country\´s economic, social and environmental coordination and sustainable development, is to explore this issue.
