Abstract :
This paper uses relative labor productivity (RLP), dual contrast factor and dual contrast coefficient accepted by the international economic field to measure the process of the economic structure transformation from dual economic structure to modern city unitary economic structure in China. As the result manifested, the second-step (1992-2003) transformation effect in China´s dual economic structure couldn´t keep abreast with the first step (1978-1991) effect, and even worse, during the second-step transformation, a trend shows the gap between city and county is further expanding. The writer thinks the main reason caused the situation is because non-stated-owned enterprises, the main strength pushed the economic transformation during the second-step, are heading a capital-intensive development way. So the writer puts forward his own suggestion that non-state-owned enterprises should implement a new labor-intensive development strategy in order to realize China´s economic construction transformation from dual economic construction to modern city unitary economic construction persistently and rapidly
