Abstract :
With the advent of the knowledge economy, the key competition of economy and comprehensive national power among the nations in the world is the science and technology, and the competition focus on the high-tech and relevant industries. Developing high-tech industries is becoming a national highlighting. The primary mission of the high-tech region is to accelerate the development of high-tech industry, and promote the national comprehensive competitive power. Such as the development demands put forward by Chinese premier Wen Jiabao, the high-tech region should further take advantage of its important base of the high-tech industrialization, strive to become the important carrier to promote the technological progress and increase the independent innovative capability, strive to become a powerful engine to adjust regional economic structure and transform economic growth mode, strive to become a service platform for high-tech enterprises to go abroad to take part in international competition, and strive to become the front-line position to race to occupy the commanding point of world high-tech industry. The improvement of independent innovation capability is the fundamental guarantee for high-tech region to implement its function and realize its development request of "quaternity". From the concept of innovation, aiming at the improvement of independent innovation capability in high-tech region, this essay constructs an independent innovation system which integrates the government, scientific research institutes, universities, intermediaries, corporations, financial institutions based on the analysis on the four competitive factors and six participant subjects
