Abstract :
This paper describes the development of road traffic safety bottleneck management system based on the theory of constraint management, which includes the idea of management and the process of management. Then, based on lifecycle and bottlenecks, metrics are established to characterize the effectiveness of the system. Finally, using the method of grey clustering, this article appraises whether road traffic safety bottleneck management system developed here can be operated effectively
