Abstract :
In China, with the continuous blooming of economic growth, it is pivotal to construct a market economic system of high degree of integrity and credibility, which is essentially the demand to the fulfillment and converting of governmental function by further development of economic. However, in reality the lack of credibility in market has become the bottle-neck restriction to the healthy growth of Chinese market economy. The administration for industry and commerce is one of the key components of national macro-administration to market economy. Excellent models have been offered from experiences of how construction of national credit system promoted rapid economic growth in the developed countries. These precious and abundant experiences provided references for Chinese market economy, which is developing from a relatively poor credibility basis during converting and reformation. We analyzed sakes endogenously impacting proper functions of administration for industry and commerce, and hampering the process of socialism marketing system of sincerity, integrity and credibility. In addition, taking references of western public administration theories, we propose resolutions on valid positioning of the administrative departments, the governmental coordination of multiple sides, the strengthening of social credibility and the adaptation to demands of social development in assort with the healthy growth of market economy. This study is significant on illustration of the fulfillment of functions of administration for business and commerce authorities at various levels for the benign development of Chinese market economy
