Abstract :
Combined heat and power (CHP) is kind of advanced energy utilization type which produces heat and power, with the features of reducing energy consumption, improving air quality, supplementing power source, improving city image, as well as large market demand, sufficient resources and monopolistic management, etc. So the more the enterprises with the investment of CHP projects, the fiercer the competition. Such competition venture in the same industry mainly exists in the process of inviting and bidding at the first stage of project taking. And during the process of bidding for the CHP projects, the offering strategy of the investment company is influenced by the inviting bids of the project unit and other offering strategies of other bidding companies. Though the analysis in means of game theory, it established an incomplete information static game model to do research on the offering strategies of each bidding company as well as the influence and restriction relationship between each other. By this way, it aims to find out the best offering strategy to provide support for the project decision
