Abstract :
Electronic government frameworks enable public sectors to embrace new ways of thinking, expand their "doing business" horizons, establish new alliances, use new technology and create positive working environments. All these issues imply major changes in government organizations and, in order to manage such change, a methodology for change management must be provided. In the paper such a methodology is presented, introducing, in the first place, electronic government evolution maturity levels and subsequent areas of change in government departments and finally proposing a change management framework supported by a well-suited implementation
