"The BIASed view continues..." [bus information and signalling system]

This paper develop upon a previous paper presented at the last RTIC in 2002 (A BIASed View from Glasgow) following the tender evaluation process through to contract award and the implementation of the first phase by April 2004. The BIAS (bus information and signalling) system will consist of two separate sub systems: BIAS urban traffic control (UTC) and BIAS automatic vehicle locationing (AVL).
