            Abstract : 
In the Internet, which is a complicated and dynamic environment, the QoS-MS (quality of service management system) has many problems to be overcome and also there is a need to introduce new methods to meet the demand of future development. We introduce the advantages of multi-agent technology, which is a hotspot in distributed artificial intelligence, we propose an Internet QoS management scheme based upon a hierarchy agent (hierarchy agent Internet QoS management, HAIQM). We analyze the architecture, characteristics and components of HAIQM, and validate that the agent based QoS negotiation has better time-efficiency and application horizon. We also give the future direction of the HAIQM as a systematic solution of opening QoS-MS
