Abstract :
As TPC Co-Chairs, we would like to welcome you to the third edition of the IEEE International Black Sea Conference on Communications and Networking, IEEE BlackSeaCom 2015, hosted by the Maritime University in the beautiful harbor and resort city of Constan?a. The main aim of the conference, fully sponsored by the IEEE Communications Society, is to bring together researchers from all over the world and to highlight the research and innovation potential of the Black Sea region in the field of communications and networking. For the conference Main track and the Special Sessions track we have received more than one hundred submissions, from 21 countries in Europe, North America, Asia, and Africa, which went through a peer-review process with at least there reviews per paper. Out of the submitted papers, 52 contributions were accepted and 49 will be presented during the conference, leading to an acceptance ratio of 48%. These papers will be presented in nine regular technical sessions and three special sessions covering many important topics in communications and networking. It is remarkable that almost half of the papers that will be presented in the conference are authored by students. The conference also schedules the Work-in-Progress session which will host 13 interesting papers and a Demo session, hosting eight demonstration stands. The conference program is enriched by the two keynote speakers: prof. Merouane Debbah and prof. Andreas Polydoros with presentations highlighting challenges of the future 5G-communication and opportunistically cooperating radios. Moreover, two tutorials on “Green Heterogeneous Networks” and on “Network Infrastructure for M2M and Internet of Things communications” as well as two panel sessions addressing the problems of 5G mobile systems and of the Internet of Things are included in the program. We would like to thank the General Chairs, Prof. Hikmet Sari and Dr. Alex Gelman for their valuable support in o- ganization of this event, and the Special Sessions Chair, Prof. Roberto Verdone, who organized very attractive special sessions, which complemented the technical program. We would also like to thank the Technical Program Committee members and the reviewers, who ensured a thorough evaluation of the papers and provided useful recommendations. Finally, we thank all authors who kindly submitted their work to the conference. Once again, welcome to the IEEE BlackSeaCom 2015 in Constan?a, Romania.
