Abstract :
Virtual public sphere, offering a new media to form the virtual public appeal and public opinion, broadens the regulation area between the country and society. From the construction and characteristics of virtual public sphere and on the basis of the description process, I try to construct the path of virtual community effect to public decision-making. On one hand, it will help to discuss the extension and reconstruction of cyber society to the realization of structure of social relation. On the other hand, it will furnish the scientific decision of public decision system and further normal development of network with the favourable basis and theory support. In this article, I take the public sphere by Habermas as the base and starting point and apply the Web data mining, data processing and event analyzing method, etc to analyze the structure, identity, and functional realization of virtual public community through case studies. Through the research, I find that, by comparison with the real public sphere, virtual public sphere has its unique structural characteristics and operational mechanism.
