The comprehensive evaluation of Henan High-Tech Zone “second-time pioneer” ability and the construction of Innovative Science Technology Park

China is in the development of the economic transformation and innovative national construction, in this context, based on the consideration of comprehensive evaluation index system of national High-tech Zone and existing statistical indicators of Henan High-tech Zone, this paper constructs a comprehensive evaluation indices system that can fully embody second-time pioneer ability influenced by the technology innovation elements, and uses the method of entropy weight to evaluate the “second-time pioneer” ability of four national High-tech Zone and seven provincial High-tech Zone in Henan province, in order to provide guidance for the construction of Henan Innovative Science Technology Park.
