Abstract :
Traditional DEA model such as CCR and BCC cannot be applied to rank the efficient DMUs. In this paper, we present a new DEA-based model, in which the upper bound value of efficiency can be relaxed, to evaluate and rank the educational efficiency and performance of vocational schools in 30 provinces in mainland China. This new technique, super-efficiency data envelope analysis, abbreviated to SE-DEA, has shown its advantages over the traditional DEA models in encouraging greater output of efficient DMUs. Considering all relevant factors comprehensively, three optimized input indicators and three output indicators are selected to formulate the DMU indicator system to evaluate the efficiency of each province. Finally, after modeling and calculating the efficiency of each DMU based on SE-DEA, a ranking list of efficiencies of all provinces can be obtained and the intrinsic factors that affect their efficiency can be acquired. The result indicates that the east part of China ranked the highest in educational efficiency in 2007 and 2008. In the end of this paper, some constructive suggestions for those provinces which are inefficient are proposed.
