Abstract :
The success and benefits of strategic control on inter urban road networks, particularly through the use of VMS systems, has been well documented. There is however another side to the coin and the intention of this paper is give a fuller picture of some of the underlying issues and practical problems that engineers will have to address when embarking on similar projects. The paper discusses all aspects of the Scottish Forth Estuary Driver Information and Control System (FEDICS) project from its conception to completion. It covers the feasibility study, touches on contractual, procurement and tendering matters, deals with the practical problems encountered, as well as discussing institutional and organisation aspects, operational issues and running costs
