    This paper compares several kinds of flow control schemes, and analyzes their advantages and disadvantages. On the basis of the rate based flow control algorithm, the explicit rate calculating algorithm with max-min fairness, a new rate based flow control scheme with perfect fairness, high channel utilization and satisfaction for the virtual channel requests, is proposed
