Based on the setting of auto monitoring of the water quality in the Huizhou-Dongan reach of the East River in GuangDong Province in which it has multi-sections and multi-inputs of sullage, a practical mathematic description of the control system with multi-delays is presented. The Lyapunov equivalence method of interconnected stabilization of the linear constant control system with validity and practicability of stability analysis, and the design method of stability control, are given
