Abstract :
We propose a fast and flexible bit-rate allocation and control algorithm for real-time H.264/SVC encoding. Allocation for each SVC layer is easily achieved by exploiting the similarities between the images of the layers. Furthermore, the allocated bit rate can be flexibly adjusted on the basis of the client bandwidth population. The AVC rate control scheme and the rate-QP (quantization parameter) model are used to control the bit rate.
