After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Innovation is the source for enterprises to acquire competitive edge, is the fundamental driving force by which enterprises to survive and develop. The nature of circular economy is the transformation of technological-economical pattern, to develop circular economy and change growth pattern is the strategic choice made by China in this new period, various circles of the society are striving for accelerating the building of “the national economic system and the society feature resource conservation”.
