This paper first summarizes the four cluster effects: Agglomeration effect, Congestion effect, Policy effect and Uncertainty effect. And then adopting the discrete-time Logistic model in the event history analysis, Relying on the development context of Xi´an national high-tech industry development zone and choosing a 17 years longitudinal enterprise data from the national Torch Plan about high-tech industries zone enterprises Report database which includes 1,858 observed enterprises, 1,567 enterprises entry events and 28,389 samples, the paper tests influences on enterprises entry by the four cluster effects : (1) The empirical results strongly supports the positive effect of the agglomeration effect and policy effect on enterprises entry and the negtive effect of the uncertainty. (2) Through empirical data, Although this paper supports the negative effects of the uncertainty in investment, an inverted U-shaped relationship between uncertainty and investment was found (3) In the phase of accumulation in the development of cluster, congestion effect is moderated by accumulating effect and empirical testing shows the inverted U-shaped relationship between enterprises entry and congestion effect.
