With the outbreak of international financial crisis, the Chinese government promulgated Electronic and Information Industrial Promotional Policies (EIIPP) besides other nine industrial promotional policies since February 2009 in order to achieve the GDP 8%, in addition to coping with the international financial crisis and preventing the acceleration of economic downturn in China. In the international financial context, EIIPP showed anti-crisis-oriented, strong government intervention and future innovation orientation in economy, but at present, there are some limitations of electronic information industrial promotion policies, so their effectiveness are twofold. One has revitalized and promoted economic growth; the other has brought about a series of side effects, there are some suggestions about how to perfect the electronic and information industrial promotional policy in the paper.
